According to the report, internal divisions within the Gulf Cooperation Council and ambiguity regarding the decision-making authority in Iran are among the most important obstacles to holding such a meeting. Officials from Saudi Arabia, the Islamic Republic, and the Gulf Cooperation Council have not commented on this report so far. A diplomat familiar with the arrangements of this meeting confirmed that these talks will be held independently of the U.S.-Iran negotiations in Doha and any potential future round in Islamabad, and this will be the first independent diplomatic framework of Riyadh since the outbreak of war in February 2026.
