Reza Nasri, an international law expert, said that Trump, in his public justification and stated objectives for resuming military operations against Iran, presented a narrative that fundamentally differs from the letter he submitted to Congress on July 10. The July 10 letter describes the resumption of these operations as falling within the framework of lawful self-defense. In that letter, the attacks are described as “defensive” and “limited” attacks targeting military capabilities threatening U.S. forces in the region and aimed at ensuring safe passage through the Strait of Hormuz. It also states that these attacks were carried out “in a manner designed to minimize civilian casualties” and that their targets included missile launch sites, air defense systems, and command-and-control centers. Trump’s public remarks, however, present a completely different picture. Power plants and bridges are not military capabilities threatening American forces; rather, they are vital components of civilian infrastructure on which a society’s life and functioning depend. Announcing that the United States will target Iran’s power plants and bridges describes a deliberate, systematic campaign against the civilian population. Power grids also supply the critical infrastructure of hospitals, water treatment facilities, sewage systems, and other services essential to survival of the population.
