Pentagon spokesman Sean Parnell said in the statement that the withdrawal from Iraqi Kurdistan “marks a transition from a wartime coalition mission to an Iraqi-led security effort supported by a more normal bilateral security relationship”. Iraq has anticipated the withdrawal of US troops, with successive governments in Baghdad describing it as a matter of national sovereignty, particularly as Iraq tries to emphasise its recovery from the war with the IS.
